The terrain image (where you draw out all the hills and rivers and such) must must must be in black and white (grayscale)
If I'm not mistaken, drawing in white will make hills and drawing in black will make rivers or canyons.
Please correct me if I'm wrong anyone.

So, to do this you need to go in Gimp and then the image menubar through Image → Mode → Grayscale.

This will make the image grayscale and hopefully solve the issue.

If the image IS grayscale, I've gotten this error a few times with my grayscale images (not the terrainmasks. Those need to be RBG, they need color. Only the heightmap can be grayscale.) If your heightmap is grayscale and your terrainmasks are RBG, then use this link

I find that using an old heightmap from the original IT as a base layer solves that problem. You can completely cover it with another layer, but if it's there, and visible, you'll have no greyscale problems.
